BACKGROUND

Expressions of interests are invited from organisations (private companies, academic intuitions or NGO’s) with proven capacity to provide technical advisory services related to development and utilizing of unmanned aerial systems (UAS). The different areas of technical advisory services that UNICEF Malawi may require are outlined below.

1. Humanitarian Support

Drones are currently being used to support civil protection and humanitarian response in Malawi. UNICEF seeks technical support to develop Government coordination mechanisms for the use of UAVs in civil protection and disaster response. UNICEF Malawi is therefore seeking technical support in the following areas:

  • Written protocols for a UAS coordination model through discussion and engagement with stakeholders across disaster preparedness, response and recovery.
  • Workshop facilitation and field simulation that will include experts from government, academia, non-profit/humanitarian organizations, the private sector, and civil protection at national and district level.
  1. Cargo Drone Delivery

    UNICEF is increasingly exploring the use of drones to transport goods, particularly in emergency response and health supply chains. Given the wide variations in the cargo drone industry, UNICEF Malawi is therefore seeking technical support in the following areas:

    • Evaluation of cargo drone companies, technologies, software, standard operating procedures and business models.
    • Monitoring field testing of cargo drone solutions and development of necessary operating procedures.
  2. Drone Data for Development

    UNICEF Malawi is engaging to use Artificial Intelligence (AI) technology for situation, implementation and results monitoring. By applying AI (machine learning) techniques to drone acquired data, a classification algorithm will be built to identify features of interest such as education infrastructure, sanitation points, kitchen gardens, water points, progress of construction projects, etc. Furthermore, combining drone aerial photos with satellite imagery will allow feature recognition and change detection on a large scale, with potential of covering the entire landmass of Malawi. Additionally, UNICEF Malawi plans to develop a data strategy for aerial and satellite imagery, and other types of Big Data, (e.g. social media, crowdsourced data, sensor data) integration and analysis. UNICEF Malawi is therefore seeking technical support in the following areas:

    • Development of AI Challenges to create machine learning and/or deep learning to detect features that are priorities for Malawi such as education infrastructure, water points, sanitation points, etc.
    • Development of data integration strategy for aerial photography and satellite imagery analysis.
    • Development of cross-scale analysis strategy to apply machine learning and/or deep learning methods on aerial photography, satellite imagery, and other types of Big Data.
    • Determination of the level of automation possible for a hyperlocal network of drones used for regular monitoring and evaluation.
  3. Drone Eco-System

    UNICEF’s current collaboration with academic institutions and innovation centers is already promoting the development of a cadre of software developers, drone builders, and drone pilots. A future, country-wide drone network will demand greater coordination across government sectors, funders, implementers, manufacturers, academic institutions, innovators, and other stakeholders. This coordination is particularly important to achieve economies of scale and to drive market development in a way that benefits the development and humanitarian sectors and ultimately the local communities they seek to reach. UNICEF is thus seeking technical support in the following areas:

  • Strategy development to build a sustainable ecosystem for use of drones focusing on local capacity building, cost reduction, local maintenance and job creation.
  • Contributing with already existing partnerships/network with academia, start-ups and established companies.
  • Collaboration with the Civil Aviation Authority (CAA) to ensure adequate financial flow and human resources to coordinate the growing industry of drones.
  • Business incubation workshops in Malawi to develop new start-ups and/or grow existing businesses focused on drones-as-service and/or drone technologies in Malawi.
  • Advisory role on private-public partnerships.

MANDATORY REQUIREMENTS FOR PRE QUALIFICATION

The following mandatory criteria should be fulfilled:

  1. 3 years’ experience in providing technical advisory services related to UAS in development and humanitarian response
  2. Key personnel should demonstrate relevant experience and qualifications to provide the technical services they are assigned to in relation to this EOI
  3. Demonstrated knowledge and experience of working in resource-constrained countries, including remote and hard-to-reach areas
  4. Demonstrated experience of working in partnership with academic institutions, NGO’s, start up’s and other organisations in the field of UAS
  5. Experience of working with regulatory bodies and/or governmental bodies in the area of UAS is an asset

Company profile:

Company profile should include background information of company, certification of company incorporation and any other information that is relevant information. Where a collaboration of companies is proposed, information of all companies should be provided.

Key personnel:

CV’s should be submitted for all key personnel. CV’s should show the qualification, competence and experience of the key personnel proposed for all elements of the EOI.

List of relevant completed project

Include a list of all relevant projects that have been completed. Include name of project, type of support provided, location of support, value of implemented work and an executive summary of the project and achieved objectives/results

Client References:

Provide a minimum of 4 references from previous clients for whom relevant projects have been successfully completed. The references should demonstrate a variety of experience with different type of clients. Reference information should include Client Name, Project Name (indicate which project this is related to item 3 above), Client Location, Client Contact, telephone number, email address.

References may then be contacted as part of the evaluation process of this EOI
