In September 2014, UNICEF Innovation will be launching RapidPro – a platform that allows the international development community to visually build and nationally scale mobile-based applications for improved programme management and outcomes. The Innovation Unit NYHQ is seeking to hire a consultant to support and coordinate the strategic engagement of UNICEF Programme Division in RapidPro advocacy, development, and deployment. The consultant will raise awareness and advocate for RapidPro and, in collaboration with the core RapidPro leadership team, develop a global guidance/toolkit for different applications and use cases.

BACKGROUND

UNICEF has been innovating for children for more than 60 years. The Innovation Unit in New York supports the organization’s 150+ Country Offices in delivering better results for the world’s most marginalized children and communities through new technologies, approaches, and partnerships. The Unit works in close collaboration with other innovation support structures throughout the organization, including:

  • An Innovation Centre in Nairobi that identifies and field tests scalable innovations;
  • An Innovations node in San Francisco that builds partnerships with the technology sector, and provides support to social innovation start-ups;
  • A network of Innovation Labsaround the world that brings together young people, the private sector, government, and civil society to co-create sustainable solutions to pressing local challenges.

In September 2014, UNICEF Innovation will be launching RapidPro – a platform that allows the international development community to visually build and nationally scale mobile-based applications. RapidPro (http://rapidpro.io) is being built off the last eight years of experience using RapidSMS – UNICEF’s open-source text-messaging framework for real-time monitoring, information management, and two-way communication. RapidSMS has been deployed with diverse functionality across UNICEF Country Offices, such as to report more than 20 million births in Nigeria, monitor the distribution of six million textbooks in Zimbabwe, and allow over 250,000 young Ugandans to engage with their government and change policy in real-time.

RapidPro meets the requirements of a large number of RapidSMS-based systems, but without expensive setup costs or external technical support. The platform allows Country Offices to immediately setup and customize SMS applications in response to their programme needs and prepare websites for aggregated data reports. Leveraging RapidPro for real-time information systems has the potential to improve programmatic outcomes and strengthen work around organizational priorities, including equity, L3 monitoring, and accountability.

PURPOSE

Innovation Unit is seeking to hire a consultant to support and coordinate the strategic engagement of Programme Division at NYHQ and partners in RapidPro advocacy, development, and deployment. The consultant will collaborate closely with the core RapidPro leadership team, comprised of a Product Manager, Technical Architect, Field Support, and Design, to streamline all work and connect it to Programme Division.

DUTY STATION AND DURATION

The consultant will work full time and will be based out of UNICEF NYHQ for 11 months. The work may require travel as needed.

MAIN ACTIVITIES

  • Strategize with RapidPro leadership team on workplan and best strategies for engaging Programme Division at NYHQ
  • Support with packaging and branding work to date
  • Raise awareness and advocate for RapidPro across Programme Division
  • Identify dedicated focal points in programme sections and coordinate their involvement/communication with RapidPro leadership team and Country Offices
  • Support Country Offices in developing workflows for different RapidPro applications, and feed these workflows to Programme Division
  • Work with dedicated programme focal points to:
    • Conduct sectoral needs assessment and think through how RapidPro can address these needs
    • Develop Concept Notes and standardized workflows for each programme area
    • Identify additional areas of opportunity for real-time information systems
  • Support development of global guidance/toolkit on RapidPro, including complete package of standardized templates and workflows for different use cases
  • Work with Programme Division to mobilize additional support for RapidPro through existing and new partnerships
  • Identify gaps within current product offerings and work with RapidPro leadership team to expand vendor base, such as through coordinating global LTAs

SPECIFIC DELIVERABLES

Month 1:

  • RapidPro workplan developed, with specific strategies for engaging Programme Division at NYHQ
  • Advocacy and communications materials on RapidPro packaged and distributed

Month 2:

  • Dedicated programme focal points identified and strategy for their involvement developed

Month 3-7:

  • Templates and workflows from Country Offices collected and shared with Programme Division
  • Templates and workflows standardized based off common intersection points between Country Offices, and updated with technical inputs from programme specialists
  • Section-specific Concept Notes developed, which reflect global strategies and need for adaptation/scale
  • Needs for additional RapidPro features documented

Month 8:

  • Global guidance/toolkit on RapidPro developed

Month 9-11:

  • Additional vendors identified and engaged through global LTAs
  • Analytical report of Year 1 RapidPro deployments coordinated and produced

Ongoing

  • Regular communication with core RapidPro leadership team to align on strategy and operations
  • Support to RapidPro Product Manager to triage and streamline all discussions/engagements

QUALIFICATIONS AND EXPERIENCE

  • A strong understanding of UNICEF programmes, policy, and principles, including knowledge of communication, technology, user-centered design, youth participation and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a way that enhances UNICEF’s image
  • Experience in supporting and coordinating project activities across a large organization and with other international partner organizations
  • Progressively responsible professional work experience in communication, education, and technology fields, some of which should be in an international setting
  • Knowledge of current trends in youth participation and new media, as well as a good understanding of development issues, world affairs and current events
  • Proven ability to manage relationships with UNICEF partners, including youth coalitions, universities, intellectual leaders, UN organizations, NGOs and the private sector
  • Proven skills in communication, networking, strategic thinking, advocacy, negotiation, and ability to relate this to new media and young people
  • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills
  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences
  • Able to travel
