UNICEF is seeking to hire a consultant that will support the Co-Leads of the Innovation Unit and the Innovation Fund Manager, by monitoring the appropriate disbursements of funds and payments of accounts in accordance to the rule, regulations, proposals, and established budgetary limits. Consultancy Assignment: Innovation Fund Administrative Consultant

Background

UNICEF has been innovating for children for more than 60 years. Over the past several years, it has been actively investing in piloting and implementing technology-based and design solutions. The Innovation Unit in New York supports the organization’s 150+ country offices and territories – in finding solutions for the world’s most vulnerable children. The UNICEF innovation work includes both policy and practice of innovation in UNICEF, and the larger UN. UNICEF is engaged in testing and scaling up new partnerships, technologies, and collaborations in some of the world’s most difficult operating environments.  UNICEF’s system of innovation throughout the organization includes:

  • An Innovation Unit in New York that supports UNICEF programmes on the ground and the organization at large through partnerships, technologies, and connections
  • An Innovations node in San Francisco that builds partnerships with the technology sector, and will help scale social innovation start-ups.
  • An Innovation Centre in Nairobi that identifies and field tests scalable innovations;
  • A network of Innovation Labs around the world (from Armenia to Zambia) that bring together the private sector, academia, and the public sector to develop solutions for key social issues, and ensure we are always watching for new ideas from unexpected places.

Purpose

UNICEF is seeking to hire a consultant that will support the Co-Leads of the Innovation Unit and the Innovation Fund Manager, by monitoring the appropriate disbursements of funds and payments of accounts in accordance to the rule, regulations, proposals, and established budgetary limits. The Innovation Fund Administrative Consultant will also be responsible for coordinating human resources, contracts, and cooperation agreements for the UNICEF Innovation Unit.

Duty Station and Duration

The consultant will work full time and will be based out of UNICEF NYHQ in New York for 11 months. The work may require travel as needed.

Responsibilities and Deliverables:

Under the supervision of the Senior Advisor on Innovation, the consultant will be responsible to fulfill the following deliverables:

  • Advise the Co-Leads on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures, and policies.
  • Keep up to date on Programme Support Unit standard procedures, rules, and regulations
  • Assist Co-Leads and the Innovation Fund Manager in all aspects of accounts maintenance, budget control, and financial planning by providing updates on financial status, procedures, and potential funding problems.
  • Support in the maintenance and monitoring of budgets/accounting records for the Innovation Unit.
  • Assist with the recording of financial transactions, the reconciliation of accounts, and preparation of special reports.
  • Including: the submission and processing of disbursements such as: salaries, allowances, travel claims, low-value purchase orders, and other payments to staff members, consultants, partners, Country Offices, vendors, and other claimants.
  • Provide Terms of References for new posts
  • Facilitate the on-boarding of all volunteers, consultants, and staff for the Innovation Unit
  • Advise the Co-Leads on HR protocols
  • Contribute to human resource planning and analysis of HR need/gaps for the Innovation Unit, Labs, and Country Offices.
  • In coordination with the Programme Support Unit, assist in the drafting and monitoring of contractual agreements (both individual and institutional) for the Innovation Unit. This includes, but is not limited to, Volunteer Applications, Consultant Contracts, Memoranda of Understandings, Long-Term Agreements, and Partnership Cooperation Agreements.

Qualifications and Experience:

  1. University degree in in one of the following fields: Accounting, Finance, or Business Administration
  2. At least two (2) years of progressively responsible experience in finance, accounting, or human resources and a track record of working on developing innovative solutions and initiatives
  3. Strong leadership and office management skills
  4. Capacity to prioritize and manage a diverse range of projects and activities
  5. Ability to set high standards for quality of work and consistently achieve project goals
  6. Familiarity with UNICEF Innovation’s work an asset
  7. Demonstrated research, planning, communication and writing skills
  8. Project management skills; including task prioritization and budget monitoring
  9. Ability to work with a diverse set of partners to create problem specifications, system requirements, and then implement software and technology innovations
